Chiness culture was introuduced to western by missionaries interested in Chiness culture. In the other side, western thoughts and matreials were introuduced to China by residents of Hong Kang. After being returned to China, Hong Kang becomes the link of China and western world. However, the function of deliverying culture and knowledge or academic exchange is assumed by university insteaded of a few elite. Therefore Hong Kang's university education has it's own special status and function. But all the year round, there is few study aiming at this filed, and publications related to this filed were rare too. By comparing non-offical publications,reports, Hong Kang offical publications,records, laws in effect, and regulations made by university, this study gets the conclusions: I The history of university development 1.3 years curriculum and 4 years curriculum exist at the same time in university education. 2.Poltical factors lead the development.. 3.Pratical subjects become greater in degree. 4.Social science subjects become shorter in degree. II University education policy and the roles of government and organizations. 1.The government takes fewer controls over university education. 2.Value reasonald distribution of social sorce. 3.Consultative organization becomes the brain trust of government. 4.Establish specail organization deal with reltive affairs. 5.The diversion of the decision's model. III Acdamic policy on procedures 1.The Administration has well division of labor. 2.The independence of acdamic affairs. 3.The diversity of teacher's evalut index. IV.
