The first is a dynamic traffic control model that applying the optimal control theory to solve the traffic control strategies and system performance under special event occurs, to minimize total evacuation time by determining the optimal vehicle departure time and evacuation flow rate on the macroscopic-based traffic flow model. The second component is a microscopic-based special event traffic flow simulation model, which is developed to evaluate the validity and compatibility of the control strategies solved above. A case study of network evacuation of nuclear power plant is proposed under different kinds of traffic flow model i.e., Greenshield''s, Greenberg''s and Bell-curved models, to solve the optimal evacuation flow rates respectively then evaluate the control strategies by using the special event traffic flow simulation model. The result shows that the proposed methodology not only reflects the characteristics of evacuation process but also provides positive significance to control the evacuation effects.
