According to experience gained in the developed countries, VE performs remarkably well in terms of enlarging the product function and decreasing its cost. The Department of Rapid Transit Systems (DRTS) in Taipei initialed VE study back to 1987. Since then, the construction industry in Taiwan has dedicated significant effort to the VE study. In view of the lack of Certified Value Specialist (CVS) difficulties have been faced in the implementation of VE in the local industry. Accordingly, the integration of VE case studies and related information becomes the most significant subject. The objective of this paper is to develop a Value Engineering Computer System for Construction Engineering (VECTOR). VECTOR is a integrated system, which includes three sub-systems: Value Engineering Computer-Assisted Instruction (VECAI), Value Engineering Study Case Database (VEDbase), and Value Engineering Study Assist System (VESAS). VECTOR can provide the user on the inquiry of VE case studies and the related information. In addition, it can also offer as am auxiliary tool for shortening the time required in the VE study. Due to the development and implementation of VECTOR, the related information in VE will be much easier to obtain. And as a result, more benefits will be observed in the construction industries by the use of VECTOR for their VE study.
