Many web sites in Taiwan provide information of environment, transportation and conservation with electronic map for query. However, the need of map data sites to download is not met yet. GIS users usually spend lots of efforts to obtain data before projects and researches can be proceeded. The traditional GIS applications are for some specific purposes and are usually unable to transfer completely to another project when the specifications of spatial information and system functions are changed. By establishing a network and public database environment in Client/Server structure, the problems above can be resolved. During this research, the processes of scanning, rectifying, digitizing, resizing and filing topographic maps are discussed. The main purpose of this study is to setup a Web site with data library to provide classified geographic information browsing and downloading services. To provide a complete view of this subject, some related legal and security issues created by map data download via Internet are also discussed. In this research, the complete modules and operation flows are developed to generate and to inventory raster and vector data files. A web-based geographic information server is established by research. The server system provides users with the Internet GIS services by both text and graphic interfaces. The server system is further validated by an example. Through using the system, users can save tremendous time and cost in obtaining and processing geographic data and also creating the operation models of a study.
