Under the implementation of global budget, the National Health Insurance should focus on the quality of care instead of cost control. Therefore, a well-constructed indicators of quality of care for Chinese medicine should be established. Although, several studies have been performed by utilizing Donabedian’s theory. Most of them have always been emphasized on the dimentation of structure. This study differentiates other studies from focusing not only on the dimentation of structure but also on the dimentation of process and outcome. The objectives of this study are : 1) To establish a well-constructed quality indicators for the Chinese medical hospitals outpatient services in Taiwan. 2) To analyze the effect of the surveyed individual background on choosing these indicators. 3) To obtain the opinions of the implementation of global budget from Chinese medical hospitals'' administrators. By using Delphi Method, the survey study revels that three of structure indicators, five of process indicators and two of outcome indicators were selected as importance indicators. Also the result showed no effect of individual background on the selection of indicators. This study could assist policy makers to build up quality indicators for the accreditation standards of Chinese medical hospitals. In addition, this study could guide hospital managers a way to improve the quality of care in Chinese medical hospitals.
