This development has transformed Taiwan from an agricultural society to a modern one but it also causes problems, such as the increased population moving to the metropolitan areas and the deconstruction of the traditional Taiwan society. It wipes out the original connections among Taiwanese people. Taiwan now is in her turbulent stage, facing the issues of severe contradictions between the traditional values and new thoughts, violence from neighborhoods, chaos and ideology. The security system of Taiwan becomes deteriorated although Taiwan government has been trying to deal with the above-mentioned problems. In addition, Taiwan''s economical and industrial competition capacity gradually becomes weakened as compared to China. Many businesses and factories have transferred their investments to China. This change has emptied Taiwan''s economical and industrial structures and then caused nightmares for many Taiwanese. Thus, the current agenda for Taiwan government is to build a peaceful and stable living environment for Taiwan people. This may reduce the high crime rates and attract more businesses to stay in Taiwan. How to build a peaceful and stable living environment? The answer is to set up a community security system. Since Taiwan has limited policeman power and often been slowed by her own bureaucracy system, a community security system can compensate these limitations by integrating different resources and opinions. This system can connect different groups and support the official policeman security system as well. The community security system, therefore, is the foundation of social stabilization and safety. From the perspective of Taiwan people, the concept of upgrading the Taiwan''s society is well accepted. People believe that every thing should be rooted in Taiwan. Therefore, people in Taiwan need to learn how to develop a common interest and life in Taiwan. Without any common understanding, sense, and action, Taiwan has no foundation to build a beautiful common living environment. Particularly, during the process of democracy, Taiwan government should notice the basic structure of citizens, and educate people to become wholesome citizens. Taiwan people should express their hospitable, autonomous, and automatic characteristics and be willing to build a common life environment with a community security system through cooperation. This thesis consists of five chapters and is about thirteen thousands of words. The contents of each chapter are described as follows. Chapter one is the introduction, including study motivation, purposes, scope, process, method, and limitation. Chapter two is the theoretical foundation of the community security system, including the related theories and definitions. The author serially introduces the development of community police, such as how the traditional police system working as independent crime-fighters becomes a community-wise security system to integrate citizens. The foci include the crime prevention by the situational method, and the analysis of networking resources as the foundation of the community security system. Chapter three is the operation of the community security system. Based on related studies, the author discusses the overall situations and problems of community security systems in the United States and British. The current issues of Taiwan''s community security system are discussed and solutions are provided. Chapter four is the case study of Chungli City. The author uses his police experiences in that community to observe the operation of the community security system and evaluates the outcomes. Through interviewing the related personnel, the author also discusses the possibility of operating a community security system and provides potential solutions. Chapter five is the conclusion. The author discusses the results of this study, and suggests possible directions for future studies. Hopefully, this thesis can provide theoretical and methodological or operational modification for the community security in Taiwan. Keyword:1.Community,2. Community Security,3.Community Policing
