碩士 === 輔仁大學 === 圖書資訊學系 === 89 === Abstract In the history of library management, every library has it’s own collection policy and collection development policy. However, most of that collection policy and collection development policy is hidden in library’s regulations; they are not written down clearly in any library documents. In the mid-twentieth century an American scholar put forth the concept of collection policy. Before that we just can only find out a library’s collection policy form it’s regulations but not from the real collection policy. The main subject of this research lies on Taiwan Governor’s Office library in Taipei; it’s the only official library ran by colonial government institution during Japanese Rule in Taiwan. Therefore, this library was also a “Central Library” of Taiwan, and it’s the major organization to deal with the “Social Education” issue in Taiwan Governor’s Office. To study its collection policy, I carefully searched its regulations and some other articles what the library left. The method of this research is historical research, and I use descriptive statistics on bibliography analysis. This research describes the managerial situation of the library during colonial period, and then I would analysis the library catalogue of Taiwan Governor’s Office library in order to realize the collection situation in quality and quantity. Finally, the results of the research are following: 1.The collection policy of Taiwan Governor’s Office library was influenced by the ruling policy of Japan government deeply. 2.The collection policy of Taiwan Governor’s Office library was accommodated with the ruling policy of Japan government. 3.Taiwan Governor’s Office library was regarded as an important institution to colonize Taiwan.
