Looking around our living environment, illegally dumped hazardous industrial wastes have caused many incidents of injury and death. For instance, in 2000 the drinking water supply for two million people in the Kaohsiung area was polluted from illegal dumping of waste solvent, and in 1998 improper handling of Formosa Plastics'' mercury waste mud affected our international image. Administration of waste involves many complex factors, such as the technologies, social and economic considerations, and integration of toxic chemicals and hazardous wastes management. Since the promulgation and implementation of Waste Cleaning Act in July 1999, penalty has been enforced and become much more severe. But the regulations are too general in many gray areas for executors and industries to follow. It is suggested that the implementation bylaws be constituted as soon as possible. There are many industries which generate wastes. As a result, a variety of wastes are generated, including solid and fluid wastes. This research contacted persons-in-charge of environmental safety in petrochemical and chemical industries in Kaohsiung County. The top 100 pollution contributing enterprises were selected. Questionnaires and interviews were conducted to study each enterprise''s condition and its difficulties in processing wastes. This research studied and identified the correlation and key issues among the government sectors, industries and waste cleaning companies. Waste processing is a rather broad and complex issue. Not only does it need engineering technologies, but also requires integrated administration system. Especially there are many petrochemical and chemical industries in Kao-hsiung County that account for 60% of our national pollution. Therefore, a foreknowing integrated and planned policy is the key to success of administration. It is expected that this research can arouse the public’s awareness of environment and understanding the importance of environmental education, research planning and self-achievement. Hopefully individual''s implementation can make contribution to a nation-wide environmental protection campaign.
