碩士 === 銘傳大學 === 金融研究所碩士在職專班 === 89 === In order to improve management efficiency, to elevate competitiveness of domestic state-run commercial bank, which the government positively set into privatization to avoid interference by external force and resource, to develop an advantageous organization and maximize efficiencies. Though the shareholder of government lower its shares ratio under a fifty percentage, it’s still manipulate the half of seats of board of directors to control operation authority, thus, which is called “semi-privatization”. The study was compared privatization commercial banks with the same trade, which obviously elevate in relative performance or not, hence, it could be as a good example for oncoming privatization banks. To take the domestic commercial banks as research samples of the study, that was divided four groups to amount 31 banks, including those approved to set up in 1991 called new-banks and privatization of state-run banks. The approved model was utilized “free-distribution method” by translog cost function to estimate “fixed effect ” and “random effect ” through RATS quantity software. Finally, to separate the privatization of three major domestic commercial banks in 1998 and Taiwan Business banks into two periods, It shows economic efficiency and scale efficiency by Hausman testified method to derive adoptive model to compare its values.
