But the length of rivers is short and the slope is steep that result in rivers'' discharge forming a wide gap in wet and drought seasons. Discharge in drought seasons is often below the water demand. Discharge in wet seasons is abundant, but most discharge doesn''t be used, and flows into the ocean directly. Because of this, we must get water by reservoirs for using in drought seasons, and reservoirs can provide trustworthy public water supply at the same time. Furthermore, we want to use part of unused discharge in the downstream of reservoirs .We shall build barrages in the suitable site in the downstream of reservoirs. We get unused discharge first. When unused discharge doesn''t fulfill water demand (drought seasons). Reservoirs supply must be timely and in an appropriate amount. So we can reach the goal of water resources of full usefulness. We league reservoirs and barrages together to increase steady supply water of whole reservoir system by a wide margin. The consciousness of environment protection runs strongly today, and the obstruction of building reservoirs increases day by day. Building barrages that assaults on environment ecological balance is not serious. It shall be a new thinking way to choose water resources development programs. Recently, development of water resources is increasing limited. Development of new water resources is more and more difficult in Taiwan. The water demand increases constantly .For this reason we shall improve the allocating efficiency of total water resources. In order to change this situation, we try to improve the reservoir operation strategy. This thesis tries to use fuzzy hydrology which developed from fuzzy mathematical theory. We quote fuzzy control to make use of the reservoir operation system in the region. This thesis uses fuzzy control system on reservoirs and barrages system that rely on local water supply in Hsinchu , comparing with the research report of Water Conservancy Bureau.
