There is no definite ductility requirement for current building code in our country .The design requirements for Vision 2000 provided by the Structural Engineers Association of California (SEAOC) is adopted in this study. After the failure reason analysis , refrofit cases study ,and earthquake resistance analysis ,the major finds are listed as follow: 1. The requirements in Vision 2000 are higher than those of RC building codes in our country. 2. The requirement under 475 years recur of earthquake for Vision 2000 is the strictest. If the retrofitted school building can satisfy this condition requirement , it can also satisfy the other condition in Vision 2000. 3. The earthquake resistance of retrofitted method by using the reinforced concrete shear wall is proofed to be the best while the wing wall method is the second one. 4. During refrofitted elements arrangement , we must consider structural symmetry to reduce torsion. 5. If the strength of building material was meet the design criterion requirements , then the earthquake resistance capability of elementary school buildings would over 0.41g . Due to a tremendous earthquake , many school buildings were collapsed in 921 chi-chi earthquake . 6. After shear walls refrofitting in the major axis , the school buildings shall reasonably lesson the drift and torsional displacement of slab , reduce the number of plastic hinge that applied the same earthquake . 7. The school buildings of Shih-Nan and Chang-Hsiao elementary have reinforced and constructed .
