The possible emissions of high concentrations of those toxic chemicals from municipal incinerators has long been an active topic in the society although automobile emissions, emissions from the industrial process, and even the forest fire can generate the same type of toxic chemicals into the natural environment. To account for the relationship between the increase of cancer death rate and the emissions of dioxins and furans from the municipal incinerators, this analysis focuses on the derivation of various improved wind field-forecasting techniques to address the dispersion pattern of plume from four major municipal incinerators located around the Taipei metropolitan region. These newly derived wind field-forecasting techniques include the neural network model and genetic algorithm-based neural network. In comparison to the conventional diagnostic model, both newly derived wind field-forecasting techniques exhibit attractive potential in the prediction of wind field in response to selected 6 typical significant synoptic weather systems and 2 weak synoptic weather patterns. Based on a rigorous sampling and analysis campaign in the chimney at those four municipal incinerators, conducted by the Environmental Protection Administration in Taiwan, the puff model applied for dispersion analysis clearly indicates that the yearly accumulated impact of dioxins and furans emissions over each receptor in a grid system becomes predictable. Ten administrative districts were selected as the candidates for environmental epidemiological evaluation. Final statistical analysis reveals that there is no significant relationship between the cancer death rate and the emissions of dioxins and furans in Taipei metropolitan region. 張乃斌 2001 學位論文 ; thesis 229 zh-TW
