The dissertation attempts to explore the formation, implementation and transformation of the pension issue for the elderly in Taiwan, using five indexes based on the approach, namely state structure, state autonomy and capacity, influences of previous policies, party competition, and interest group and social movement, to compare the validity of the KMT’s and the DPP’s state and see how they interact with social forces in Taiwan. After analyzing and comparing the five indexes, the author reaches the following conclusions: 1.State Structure: The DPP, now the ruling party, is facing a minority government and would even be forced to implement policies made by the majority opposition alliances. 2.State Autonomy and Capacity: The KMT’s state has more autonomy and capacity given its authoritarian historical background. The DPP obviously has fewer state autonomy and capacity due to the current “minority government” structure. 3.Influences of Previous Policies: Although changes are made after party rotation, the KMT’s position toward the welfare system has been gradually shifting from the Right to the Left. 4.Party Competition: For either the KMT or the DPP, holding power is more important than creating a welfare policy. 5.Interest Group and Social Movement: In KMT’s state, even though interest groups and social movements were suppressed, social forces continued to boom. However, after party rotation when the DPP took office, such social forces turn more conservative. The dissertation aims to explore and compare how the five indexes change under distinct contexts. Indeed, relations between the state and social forces are rather subtle and tense in terms of the formation of pension issue. It is more likely the tug of war.
