Then, we can understand the relative importance of indicators, which can be main reference while putting elementary school principal selection into practice.
Firstly, the study collects all the possible indicators of elementary school principal selection by literature review, and makes use of questionnaire method to obtain and integrate opinions of scholars and specialists. By doing this feasible indicators of elementary school selection are determined, then the researcher applies Team Expert Choice software to judge the relative weight among indicators, at length completes the construction of “system of indicators’ weight of elementary school principal selection”.
“Indicators of elementary school principal selection” constructed by the research consists of four categories and under each categories are three indicators. The relative weight of each category and indicator can be presented as follows:
1.The first level indictors include “public affairs skill” (28.5%), “individual leadership capability” (37.1%), “personnel management skill” (14.6%), and “organizational operation skill” (19.7%).

4.The second level indicators subordinate to “ personnel management skill” include “accountability management” (39.6%), “staff encouragement” (38%), and “customer orientation” (22.4%).
5.The second level indicators subordinate to “organizational operation skill” include “ culture heritage” (16.2%), “systematic planning”(38.2%), and “integrative management”(45.6%).
6.Under the second level indicators there are 46 indicators of the third level in total. According to the result of weight order of third level indicators, the indicators of much more importance from the highest to the lowest include encourage staffs’ morale effectively (4.6%), enthusiastic attitude toward education profession (4.4%), establish vision (4.1%), decision shared by staff (4.1%), effective conflict resolution (3.9%), develop schools’ characteristics (3.8%), far-sightedness (3.8%), understand the school affairs thoroughly (3.6%), the capability of life-long learning (3.3%), devotion to promote administration efficiency (3.3%), develop teaching environment of high quality (3.1%), and attain organizational goal and satisfy staff needs (3.0%).
