Phenomenological principles and methods for data analysis were applied in developing themes from the interview data. The major findings of the research were as follows: 1. The public female service’s external “career development process”. Six themes could be induced from the data: (1)career development pattern; (2)reason for joining the public services; (3)obstacles encountered during public service career; (4)need for advancement in work; (5)influence of family factors in career development; (6) expectation of future development. 2. As for internal the “career anchor,” four career anchors, including stability, autonomy, growth, and management, could be induced. Every interviewee had at least one career anchor. There were different implications for each career anchor. Based on the findings above, discussions and suggestions were presented.
