The Case of Mei Lao Petrochemical Petrochemical Plant

ABSTRACT
In order to obtain an early return of the huge amount of the investment resulted from the increasing complexity and size of a construction project. In addition to the four common resources, materials, manpower, machines, and money, time has drawn more and more attention in the recent years. There are many ways to shorten the project time. Especially, in designing new construction phases of the project life cycle. Many efforts have been made in creating new design concepts, finding new construction methods, or producing new materials. However, only limited improvements were found on certain work items and little effect was shown on the overall project schedule.
Fast track method is a way to compress the project schedule by overlapping activities that are normally handled sequentially. Previous studies have implied that fast track method can shorten a considerate amount of project time and most investors appreciate the results that allow an early return on their investments. However, there are few written evidences due to the limited number of study samples.
This research is designed to use a huge petrochemical project, Mei Lao petrochemical plant, as the study sample, research will be focused on three parts: (a) the contractor selection process, (b) the organization and project control system and its mechanism with the contractors, and (c) the evaluation of the project in terms of time and cost. Conclusions will be built upon the analysis of the data collected from the written documents and information gleaned from interviews of the people involved in the project.
