Summary:碩士 === 臺中師範學院 === 國民教育研究所 === 89 === The study focused on the following topics, firstly, it was to investigate the organization of Committee of Teacher Selection and Evaluation (CTSE) in elementary schools and its present operations, problems and strategies; secondly, it sought to understand the opinions and attitudes of members of the CTSE, including the representatives of teachers and parents, personnel of bureaus of education and students of teachers colleges. Finally, based on the results of this study, the researcher submitted recommendations for improving the CTSE to the government, education authorities and elementary schools. The researcher used 2 research tools-questionnaire of current operation in the CTSE and questionnaire of opinions of the CSTE. 298 deans of studies of elementary schools were randomly sampled for the first questionnaire, and both 298 representatives of teachers and parents, 88 employees of bureau of education and 700 current graduates of teachers colleges were also randomly sampled for the second questionnaire. Data was statistically analyzed in methods like frequencies, percentages, χ2 square test and one-way ANOVA. The major findings are as follows: 1.What the CTSE most often do among their tasks is decision of employment of teachers. 2.The 5 biggest difficulties the CTSE encountered are as follows: (1) It causes the burdens of human power and expenditures for schools themselves to employ teachers. (2) Teachers do not completely understand the tasks of the CTSE. (3) Teachers do not completely understand the operations of the CTSE. (4) The process of selection of members of the CTSE is not conscientious enough. (5) Members of the CTSE are lobbied illegally when they are making decisions. 3.More representatives of teachers and students of teachers colleges think it is more appropriate for bureaus of education to employ teachers. However, most personnel of bureaus of education think it is more appropriate for schools themselves to do it. It is obviously that education authorities, teachers and students hold different opinions. At last, based on the results of this study, recommendations are submitted respectively to the CTSE in elementary schools, education authorities, students of Teachers Colleges and future research.
