Port is an important media for people to access and utilize sea and ocean. Ports deeply affect national prosperity and people’s welfare. Ports are playing an important role for island type environment of Taiwan. Therefor, we demand perfect and more certain port policy to introduce port and other infrastructure development to right objective nationwide. In the past, the port policy lacked integration and declaration systematically and led to problems existed in port development. This paper is to look into problems of international container port development in Taiwan area, and propose a generation framework of port development policy. The proposed framework is “visions & missions à objectives à strategies à policies à issues à actions”. Finally, this paper proposed the hierarchical framework including vision and mission, six objectives, fifteen strategies, and twenty-five policies. These policies were the reference to the port authorities. The paper also evaluated policy and strategy alternatives above-mentioned by questionnaire survey. An object of questionnaire involved experts from scholar, official, and industrial fields. This process is to arrange priority orders for proposed policies and strategies. To sum up, generally, viewpoint from these experts to port development in Taiwan Area is to increase port operation effectiveness. The key policies were liberalization to port operation and management, information and automation, integration of port logistics, port access transport, and inter-modal transport, etc.
