Based on planning and designing items from the research results, a special education evaluation program was made up for 2001 school year of Taipei County. To achieve above goals, the current research mainly adopted two methods, expert conference and document analysis. Based on the literature review, a draft of a “Special Education Evaluation framework” was drew up for two expert conferences in which 9 experts were invited, including evaluation experts, special education experts, educational administrators, general and special education teachers and representatives from parents of special students. Based on the results of two expert conferences, a special education evaluation framework was made up which was used to analyze the special education evaluation program, 1999 school year of Taipei County. Finally, a special education evaluation program for 2001 school year of Taipei County was also made up. Based on the research findings, the following suggestions were given: 1. For designing a special education evaluation program :(1)Items of a special education evaluation program should be flexible;(2)Items in the special education evaluation program may be used to guide the special education development for schools. 2. For local governments conducting the special education evaluation program: A committee designing criteria for special education evaluation should be set up. 3. For schools evaluated: Utilizing items from the special education evaluation programs properly to develop a school-based evaluation and to promote the quality of special education. 4. For further researches:(1)Recruiting more experts attending expert conferences;(2)Adopting other research methods;(3)Following up “Special Education Evaluation Program for 2001 School Year of Taipei County”;(4)Developing special education evaluation index. 楊宗仁 2001 學位論文 ; thesis 0 zh-TW |

Abstract
