The economic growth rate of the first season in 2000 is only 1.06% that is the lowest growth after petroleum crisis. In the economic recession, the unemployment rate has broken 4% in 2001 that is the highest level since 1985. A variety of possibilities cause economic recession. At that time most scholars are disputing with our government administrators on how to solve the current economic crisis. This article intends to analyze what brings about Taiwan’s competitive power declining based on the viewpoint of technology and to propose some suggestions. The products which are manufactured by the traditional industries is low added-value and most firms of high-tech industries are OEMs which don’t hold the frontier of science, both reasons are fatal factors which result in dropping Taiwan’s competitive power. Thus, Taiwan’s firms confront huge stress of transformation. All circles suggest technology innovation and industry advancement are the best strategies to overcome present economic recession. Organization for Economic Corporation and Development (OECD) found the growth of labor productivity from 1996 to 1999 is more than from 1980 to 1995 of nine countries in Europe and America, such as Sweden, Norway, Canada, Spain, America and etc. Therefore, some consider innovation in the 2000 age just like Quality Management in the 1970 age, Time Management in the 1980 age, and Efficiency in the 1990 age. In other words, the key-point how to move up Taiwan’s competitive power is innovation. Since technology innovation originate from absorption, this article intends to imitate Cohen & Levinthal’s research in 1990.This research construct a structure based on the absorptive capacity as mediate variable and then apply Linear Structual Relation to test this model. However, this article indeed verifies this model is correct. At all events, I wish this research could provide some help for Taiwan’s firms.
