Synchronous measurement of voltage flicker in steel plants is used to probe into voltage fluctuation and voltage flicker which DC and AC furnace loads cause. Arc furnace causes voltage flicker whose severity is decided by operating characteristics of arc furnaces, improvement equipment, and conditions of transmission networks. At fist, this thesis analyzes voltage flicker of related substation, MOFs of thirteen large-sizes steel plants, and arc furnace loads by methods of field measurement. Choosing the three most representative steel plants(161kV DC furnace, 69kV AC furnace, and 161kV AC furnace) to discuss their effects by experimental data and statistics outcomes on the transmission/distribution system. Experimental data contain voltage fluctuation, voltage flicker, and related power data. Using experimental data of arc furnaces to analyze three different tariff methods for reactive power. In addition, we also suggest a new tariff method, and hope it will help the industry. An appropriate and reasonable tariff method is able to let plant positively improve voltage flicker caused by reactive power load. Otherwise, this thesis also analyzes improvement effect of reactive power compensators of two 69kV AC furnaces according to calculation and measurement data. Finally, we apply spectral analysis to voltage fluctuation and voltage flicker for different operating characteristic and operating period of arc furnaces to explain the relation between ΔV and ΔV10
