Urban park is the open space that has rich nature resource in the city. Therefore it is called “ the lung of city” Urban park is functioned for its regulation of city environment, ecological conservation, leisure tourism ,scenic beauty, social culture, taking refuge and protection against natural calamities. It is one of important elements in the civic circumstances. Park is allowed to build underground parking structure when the parking area is insufficient, however, in accordance with the laws including parking law and regulation titled "Multiobjective Use of Urban Public Facilities "administration that published. Consequently, the distribute of urban planning is becoming the tendency of constructing underground parking structure when it is not enough. However, it although easily obtain the land for constructing underground parking structure.
It will be limited the park for its function, planning and design, behavior, and administration and maintainance. And it is blamed for these park’s quality of example case, and there is lack of clear regulation and law to manage it.
Although it caused to the limitation for constructing underground parking structure in spite of its emergency to city’s parking. It is important object to the environmental quality of park for the underground parking structure.
The study try to the review of document, the analysis of law and policy ,and cooperate the data collection of case study, interview of office authority, the investigation of site example questionaire. Try to figure out the quality of physical environment and the use of situation after the construction of the underground parking structure. By doing so, What is the impact and out-of-date planning and design. It is the reference of executing multi-goal of constructing the underground structure, especially for the officer.
