In particular, Taiwan is facing his severe economical regression and the industry outflow is hasty. The main competitor — Mainland China, on the contrary, is in a thriving economical growth and is constructing their harbors rapidly. There are three international harbors along the west side of Island Taiwan. Due to their geometry non-blockade and convenience for both sea and inland transportation, they are competing each other in mutual markets. The price competition will even follow when their auto-loading-unloading operations are completed in sequence after year of 2001. In front of multiple competitions from Keelung Harbor, Kaohsiung Harbor, Mai-Liao Industry Harbor of Taiwan Plastic, the potential competitor as Taipei harbor focusing in container business and prosperous harbor construction along Mainland seaside, is Taichung Harbor able to keep growth is really relying whether it could establish its own competition advantage or not. The purpose of this research is trying to analyze the internal resources of Tai-chung harbor, following to discover its core competence and then to establish its sustainable competition advantage. This paper will try to discover the core competence of Tai-Chung Harbor based on “Resource-based Model”. Following the literature review, the paper will analysis the internal resources and capabilities, describe the nearby circumstances and the trends of Taiwan harbor market. The value of resources and capabilities of Taichung harbor will be evaluated from the sight of customers and will be defined after comparing with Keelung harbor and Kaohsiung harbor. They will be assessed by the rule of Value, Rare, costly to Imitate and non-substitutable. The core competence to sustain the competition advantage of Tai-chung harbor will then be rendered. Following will be the suggestions for the management strategy for future development of Taichung harbor. Four conclusions are given in this paper. 1) the developing trends for sea transportation. 2) the resources and capabilities of Taichung harbor required to maintain the competitive balance. 3) the resources and capabilities of Taichung harbor required to keep temporary competition advantage. 4) the resources and capabilities of Taichung harbor required for sustainable competition advantage. Finally, five proposals are given. 1) inviting the enterprises to set the plant around the harbor. 2) gathering forwarders by renting specific container dock . 3) expanding export processing zone and cargo center. 4) focusing on near-shore route and capturing the direct-sailing opportunity. 5) developing touring sea trip.
