And in teams of social judgment theory, consumer behavior, and leisure behavior, this research also explored the successive psychological and behavior process of public involvement that composed of social-psychological involvement factors and behavior involvement factors. Used the continuous course to research the public involvement that inhabitants’ demographic characteristics reacted on different communal environmental issues. The results showed that the inhabitants’ demographic characteristics penetrate public involvement to affect their degrees of importance and let them choose different participation model of communal public environmental issues. In this research public involvement were divided into two conceptual categories: social-psychology involvement and behavior involvement. A factor analysis of social-psychological involvement resulted into four factors: self-expression, risk consequence, risk probability, and importance-centrality; and the same analysis of behavior involvement resulted into four factors: communal news, earthquake expression, club organization, and communal network. Further analysis showed that inhabitants’ demographic characteristics were related the factors of public involvement. Different degrees of public involvement were significantly discrepancy with communal public environmental issues and their participation model had the same result. It was concluded that promoting higher inhabitants’ degrees of public involvement, higher their degrees of importance of the various communal public environmental issues. And the degrees of importance were influence the choice of their participation model. To contribute to the development of communal public environmental issues and public participation work, suggestion for urban communal public participation work were also proposed.
