碩士 === 淡江大學 === 日本研究所 === 89 === “The law of employment insurance” was made in Japan since 1974, which replaced “the law of unemployment insurance” that carried out for 27 years. The purpose is to stabilize the employment and prevent form the unemployment. However, ”the law of unemployment insurance” of Japan had experienced a period of revolution since 1974, the cultivation and purpose are also changed with the variation of the society and employment situation. This thesis primarily analyzes the character, the merits, disadvantage and the points need which need to be reformed etc. This thesis is divided into six chapters. Chapter One is the foreword and Chapter Six is the conclusion. The others are the main texts which separates into four chapters. Chapter Two is the about the explanation of the theory, the cultivation of the employment insurance and its position under the employment security system. Chapter Three focuses on the changes of the employment insurance of Japan, which also related with social economy background at that time. And then probes into the characteristics and its missions of different stages. Chapter Four is the research for the analysis data based on the employment insurance. Chapter Five points to the evaluation and problems of Japan employment insurance from all aspects. From this thesis we could realize that solving the problem of unemployment effectively can not just depend on the employment insurance. The certain way to settle down the problems are raising the working abilities of the labors, creating the opportunities of employment and the positive policies which proposed from government.
