Due to the great growth of air traffic, flight delays and the air traffic jam are becoming serious problems in recent years. It makes a heavy load and inefficient flight operation on air traffic control(ATC). Researches on air traffic flow control to release jamming terminal control airspace (TCA) are important at present. This thesis analyzed the TCA to obtain the arrival aircraft sequencing and the hand-off times using grey decision theory based upon basic ATC procedure and navigation principles. We had a case study on the sequencing of arrival aircraft to Sung-Shan Airport under a heavy air flow condition. We examine the effectiveness of this model by sequencing arrival aircraft and comparing the hand-off times with the real case.
