It is belong to qualitative research, uses literature review, websites observation, deep interview, to collect data. To comprehend the discourse of minority groups websites, the discrepancy of the net and the mass media, the assistance of the net for minority groups. Through the literature and the deep interview data, to analysis the practice possibility of the ‘public sphere’ in the net. According to the discuss result, from the terms of the public sphere, the dialogue principle of the public sphere in the net, and how to demonstrate the public sphere meaning in the net. We can say the net is the field of the public sphere, and the special features of the net can practice the public sphere spirit.
