These factors affect telecommunication technical venturing. Nowadays, the domestic telecommunication industry is trying to develop new generation broadband networks and services. It is believed that the related areas of information communication industry and knowledge industry will be the main ranges for venturing in the recent period. The Taiwan government brought the “Liberalization of Telecommunication” policy into force and gradually opened this market since August 1978. It brings unprecedented chance to the domestic telecommunication service providing and equipment manufacturing industry. The technology development policies also offer good reasons for the enterprises to invest and research high-tech industry. The “Basic Law of Technology” and other related venturing laws about how to ensure technology acquisition and those extended venturing situations are very completed. TL, a research institution of the Chung-Hwa telecom, is also similar to those ‘Applied Research Institutions’ that play the main catalytic role when the domestic industries involve in the research and development works actively and the agitation of ‘Technology Spin-off venturing.’ TL not only harmony with the company operating changes but also develops next-generation network technologies in order to offer choices needed for the technology venturing. To establish the Sustainable Competitive Advantages (SCA) of TL will be the basis of technology venturing. Gradually using the existing resources and capabilities to broaden business via technology venturing methods will enhance the competitive advantages of the company. General speaking, each new business can adopt the most suitable strategy according to the capable resources, products or markets, etc. One needs to have methods to evaluate strategy before it is executed. It will provide a clue to choose the best plan from numerous practicable choices. However, the research results of TL can be chose by ‘Entrepreneurship’ or ‘Intrapreneurship’. The required technologies are available in different ways, such as ‘Self-development’, ‘Outsourcing’, ‘Strategic Alliance’, ‘Joint Venture’, ‘Collaborated-development’, and so on. From the case analysis, ‘Electronic Collect System’, ‘Enterprise e-Business’ and ‘Technology Marketing Business’, we found that the research results of TL could be as the objectives of corporate venturing.
