In IC design,IC designers only need to take and use SIP that has been developed. Therefore,SIP represents the product of the transform in the semiconductor industry,the knowledge expression in the knowledge age,and a sill to make the semi-conductor industry sustainable development. The current trades of the SIP depending on the negotiation that both parties negotiate privately take time. Therefore,the goal of the research is to build a negotiation agent system for SIP in order to assist both parties in the negotiate from the negotiation agent view. Through the system that the study proposes,a buyer can trade many SIPs at the same time. The study uses genetic algorithm to generate proposals for the SIP negotiation in order to decrease the complexity and uses Central Backtracking、synchronous Backtracking etc. technologies to determine the proposal set in which there is the highest compatibility and to reach the effects of avoiding the conflict/dynamic attribute/maximum the compatibility. Using the system to proceed a multi-object and multi-issue negotiation,and the result will retain the negotiating space for every SIP and reaches the demand for compatibility.
