The subjects of this research are the government administration that have been certified by ISO 9000 quality certification system, including household registry office, land office, town or city government, and tax administration, and etc. Through sources searching and collecting, it is known that the total parameter of these four kinds of government administration, which have ISO certification is 296, so for this study investigation, we adopt questionnaire survey method. Questionnaire surveys are mailed through the integration of WWW and E-mail and data are collected through E-mail. There are 102 valid questionnaires and the response rate of valid questionnaire is 34.4%.
This research adopts multi dimensional research model and it mainly discusses the appliction of information technology to continuously improve the whole achievements condition of government after passing ISO certification and provide reference to the civil service that has interest in continuous certification. After data analyzing, we find that:
1. The key factor of continuous quality certification and the
factor of information technology application have remarkable
positive correlation with ISO 9000 the whole achievements of
government separately. Similarly, the factor of information
technology application and the factor of continuous quality
certification also have remarkable positive correlation.
2. The integration of “ The information knowledge of the
entire personnel in government organization”, “Network
planning and application” in the factors of information
technology application and “Continuous advance of quality
management”, “The support and cooperation of the entire
personnel in government organization”, “Effective
prevention and correction measures” in the key factors of
continuous quality certification have remarkable effect
towards the results of ISO 9000.
3. The support and cooperation of the entire personnel in
government organization is closely related to continuous
achievement of ISO certification and the entire achievements
of the government. To effectively advance it, we have to
carefully design the communication with the entire personnel
of government organization, obtain the common view in chorus
of the entire personnel, and deal with the problems that
defy reformation together.
