The road construction could be the first priority of the entire essential public construction. Which means the smooth traffic system is the only way leading to the prosperous industries, shortening the gap of urban and rural area, and promoting industrial economic competition. Service fees for planning and designing are only the tiny portion of the whole budget in the construction’s life cycle. But, the quality of planning and designing job effects the following construction, schedule, build-cost, and operation cost. For the present assessment structure short of detail evaluating items, moreover, due to the committeeman’s prejudice, double-standard, disparity or the mono-assessment-item weight’s over-emphasize will affect the justice of selection. Therefore, the study will discuss the exist road construction designing selecting regulations’ problems and bring up the scheme by analyzing the internal and international related consultants selecting regulations, visiting professional engineers, comparing internal road construction designing tender cases. Secondly, the study will use Analytic Hierarchy Process to establish the appropriate assessment structure and items. Hopefully could provide a solution in selecting consultants for project principle.
