The government didn’t pay much attention to it for a long time until National Fire Administration, Ministry of Interior was founded in March of 1995. Since then on, the fire fighting develops in the environment of variety and complication to address the need of the real rescue in the society. Tainan County Fire Department separated from the police system and became an independent organization on July 11,1998. As of today, it has been 4 years. After experiencing the long-term influence in the culture of the police organization, the culture of the fire fighting organization is forming gradually. In the organization, the leadership style of the fixed mold is formed due to that the leader was not being replaced for over 10 years. Therefore the purpose of this study is to research the relationship among the organizational culture, leadership style and work attitude of Tainan County Fire Department, and then analyze the result to compare with the administration practice of the organization and propose the recommendation as the reference for the future researchers. As to the Questionnaires, except for the transformational leadership and transactional lerdership of Bass & Avolio that have been collected and developed the first Chinese version leadership style Questionnaire in the country via consultation of Scholars and Experts, others are referring to the questionnaires that have already had a good reliability and validity and used in this study. This study has totally issued 344 questionnaires to investigate the office and field personnel in the organization of Tainan County Fire Department. 336 valid questionnaires have been returned.
