Not only it is impossible to assess the efficiency of the service policeman in charge of the accidents, but also it is impossible to determine the required manpower to serve for traffic accidents. On the other hand, there are no reference value to reasonable response time and handling time. The main purpose of this paper is to analyze the service time on the basis of complete accident events to describe a calculate procedure of police manpower determination. The Taoyuan Police Bureau has used Automatic Location Identification Using ISDN (ALIUI) since March 2000 to automatically demonstrate all calls to 110 for police help or service. This system can record data including type, time, location, contents, time span of announcement for service and time to close the case, etc. This paper analyzes the accident data from ALIUI system, shows up the characteristics of handling time, workload and occurrence interval. It is found that accidents happened in different time periods are all distributed as exponential distribution. Using fuzzy linguistic variable of fuzzy theory to create grade membership function of response and handling time for assessing the performance of traffic accident handling, and analyze the scope of reasonable time for determining reference value to reasonable response and handling time. In the case study of Taoyuan county, this paper calculates that the police personnel required to respond to traffic accidents is 25 policemen which including 21 policemen required to handle traffic accidents and 4 supervisors. The results of this paper could be referenced for designing or modifying the personnel allocation for accident handling, and make a criterion of handling time.
