Like “public service privatization”, the public management socialization mainly emphasizes that civil societies may have more pportunities to participate the public affairs with the government relieving some power and constructing a democracy mechanism. Therefore the public management will obtain more public responses, consciousness on decision-making, social basis of support and legal enforcement from the civil society. Public management which is defined not only as a public management of citizenship but also as the capacity of administrative governance of the government will expand the basis of reinventing government and the strategies of governance which especially stress on citizenship participation being a model of governance. The security check of import containers is implemented by the police authority on their duties, according to the Article 4 of National security Law and subparagraph 3 of paragraph 1 of article 20 of the The Enforcement Regulations of National Security which were enacted to safeguard national security and to protect social orders. The dissertation consists of six chapters: Chapter one introduces the motivation, purpose, definition of terms, method.process and the contribution and constriction of the Research. Chapter two cites the security of containers, explores the relevant theories of organization and public management socialization , and reviews the literature about the cooperation mechanism of security check of containers. Chapter three discusses the application of public management to security check of Containers such as the history of security from the efforts of customs officers and the police to the cooperation with the private enterprise making customs-through more automatically. Plus, the reform and the performance of security check of containers are also explored. Chapter four- six are cases study which analyzed comprehensively and made conclusion to the trend and policy for the future. The government can not just focus on the public sphere but on the reform of inter-organization. The model of inter-organizational learning in “public management socialization” and “public-private participation “which include privatization of policing, integration of community policing and citizen participation will improve the efficiency and effect of the government administration. The research on security check of containers concentrate five dimensions: adjustment of duties between customs officials and police, enhancement of organization effect, changes in service channel, establishment of partnership and constancy of inter-organization learning. There are four program analyzed in accordance with relevant theories, experience of reconstruction of customs from abroad, the author’s perspective and outcome of interviews. The official authority and the private enterprise learning each other will make the task of security check renewed and integrated, on the other hand, the effort of civil participation also revitalize the security policy, thus, the new public service will be developed. The research on the implementation of present security of containers, hereby propose suggestions on five aspects including: relieving the doubt from private security company, constant organizational change, effective autonomy management, improvement in organizational performance and developing ideal programs which may offer the authority concerned for reference.
