The climate of Taiwan belongs to subtropical type mostly except the south areas that belong to tropical climate. Influenced by the natural environment, therefore, the natural disasters often occur in Taiwan very often. Such as Chi-Chi earthquake (1999), Xangsane typhoon (2000) and Nari typhoon (2001), let us understand the importance of emergency response to handle the condition of a disaster quickly and to manage the information efficiently. In order to achieve the goal, it is necessary to build a modern Disaster Response Center. After a comprehensive literature studying on Taiwan, United State, and Japan, we conclude six essential systems for the Disaster Response Center to command, coordinate and communicate when a disaster happened. This study find six major construct factors of the Disaster Response Center and then proceeding the empirical analysis. Based upon the investigating of the expert questionnaires, we analyze the major factors which affect the priority of systems by SPSS and Analytic Hierarchy Process (AHP) software. At mean time, the expert background and the weight between six systems can be concluded. Using these criteria, we construct an ideal structure of the Disaster Response Center in Taipei County, and meanwhile, we provide a reference to the other local governments to establish the Disaster Response Center in the future. After analyzing by AHP, the order of the criteria level factor and the weight of the factor level can be drawn the calculation. And the conclusion of this study can provide a reference to county/city level to construct the Disaster Response Center. Meanwhile this study also finds it should be considered the system functional factor of the factor level except the priority of the criteria level factor when the local government construct and design a suitable Disaster Response Center. Also this study provides the strategies and the attentions for relative local government to construct the Disaster Response Center in the future by conclusion and limit.
