Summary:碩士 === 逢甲大學 === 土地管理所 === 90 === ABSTRACT After the Regional Planning Law being promulgated, the government has divided the island of Taiwan into four regions:the Eastern , Southern ,Northern and Central regions . Each region is defined as urhan and non —urban land . The non —urban land is classified into ten districts and eighteen different land use patterns which are introduced to promote better land use. This leads to the conservation and utilization of natrual for agriculture and industry, and the prevention of natural disasters. It can also serve as the basis of land managenent and control. However, the classifications of the non-urhan land are not very ideal. Because they are not appropriate designs and only base on the present use patterns to classify the land. In the meantime, they are not great improvements upon the environment of agricalture, industry and life. For these reasons, the study forcuses their problems and soluable methods. Therefore, after the problems have been solved, the gorernment or land owners can make detail design and do the best use of land. The study process is to investigate a lot of problems and to define the problems first. Following these, the original solutions are proposed. In order to prove the solutions accuracy the land planning professionals need to be interviewed. Then,the solutions are revised according to the professionals’ opinions. At last,two cases, Nan-Jyi industrial zone for development and shyue-tyan village for renewal, are chosen for study. The results of cases study proves that the revised solutions are more reasonable and feasible. From this study, two main important findings are gained. The current system, which land use plans only base on the present use patterns to classify, can not promote better land use and elevate the quality of living environment. On the contrary, the detail design is the best method for the community development and the beautification of the living environment.
