What it implies is that the production elements embedded in traditional industry, such as labor force and land, are no longer playing the most important roles. Instead, “knowledge assets” have replaced them and become the most critical essence. As a result, how to generate continuously the knowledge assets in business firms and how to accumulate them will become the primary key points for technology management in 21st century. In other words, the capabilities in terms of enterprise’s technology innovation will have to be introduced into a knowledge management model to replace the old technology based upon labor-intensive force. The key objective of the study lies in broaching from a knowledge-based management approach in deciphering the ways and differences between knowledge- based management and technology management amongst Taiwan’ s textiles fiber produces, and to further examine the relevancy for the knowledge-based management、technology management and performance of technology innovation. A dual comparison method comes to this study, consisting of qualitative assessment and quantitative assessment, where the first part of the qualitative assessment is developed around the knowledge-based management theory by interviewing the current state of technology management at six selected participants as parameters for later qualitative assessment, the latter part of the qualitative assessment pertains to utilizing a validation design taking to questionnaire poll as the study tool to validate the conclusion on common industry traits derived from the case interviews and discussions. It can be found from this research results that textile & fiber companies in Taiwan have tendencies to resort to outside as a model to obtain technologies more frequently when budget attainability resulting from technology capabilities becomes higher. On the contrary, as budget attainability resulting from technology capabilities becomes lower, the enterprise tends to take a balance point between getting technology outside and developing technology internally. On the other hand, the more the companies emphasize on the aspects of developing technologies internally as a trend to obtain technology, the greater they focus on the accumulation mechanism of diffusing technological knowledge. That is, the enterprise uses circulating interface within their organizations to diffuse technological knowledge into each member inside their companies. Likewise, the more the company emphasizes on getting the technology development from both internally and externally, the more they highlight on formalizing the accumulation mechanism of technological knowledge. That is, companies emphasize on utilizing the dedicated departments, personnel, and procedures to manage these valuable technological knowledge. Similarly, the more the enterprise emphasizes on diffusing knowledge through the accumulation mechanism of technological knowledge, the more they emphasize on the performance efficiency of technology innovation. At the same time, the more the model of obtaining technology is emphasized toward developing know-how from both internally and externally, the more the performance efficiency of technology innovation is underlined. In other words, when technological knowledge is diffused within a business firm, process expertise and efficiency of developing new products can be controlled to a much better extent.
