It discusses the related theories, culture resources and local education of King-man communities, and the on-going King-man local education program. It adopts the qualitative research approach─historical analyses, field study and other study approaches. Combining with researchers’ educational experiences, this study focus on the course design of Kin-man’s local education. It hopes to contribute to the future school-based course design program and researches. Motivations of this study can be concluded as followed: 1. Study local statements: Study the related theories about local education and thus to conduct a theory foundation for this study. 2. Improve education reality: To enhance elementary school teacher’s ability toward course development, and to improve the reality of the “teaching machine.” 3. Follow the trend for improving education system: Program improvement is the core for education improvement. The development of school-based course design program is the key for success. 4. Expanding the educational content: King-man is rich in cultural resources. The diversity of Kin-man also satisfies the ideal for design the course with diversity and multi-cultural aspects. Adopting the case study approach, this study intends to reach the following research goals: 1. Observing the cultural resources for local education in King-man. 2. Study the on-going local education program in the elementary schools of King-man. 3. Study the course design of local education in the elementary schools of King-man. According to this study and the prior researches, there are six findings: 1. In our country, the implying ideology of our local education is extremely opposite. It is disadvantageous for a healthy education system to further develop. The concept of local education should be reconstructed for the various education developments. 2. Local education should include the spirit of multi-cultural education. Helping students to learn more about their our culture, to appreciate values of their culture and thus to build up the community with order and honor. 3. The school-based course design will become an important model for course development. The process of constructing the course will help trenchers to gain professional experiences and thus to help the development of education system improvement. 4. The rich cultural and natural resources in King-man can build-up students’ quality spirit and environmental concept. The resources are the best material for local education. 5. Through the discussion about the advantages and disadvantages of the on-going local education program in Kingman, it can provide valuable experiences for the future course editors and participants. It can also become the reference for the further school-based course design. 6. The study of the course design for elementary school’s local education in King-man can further contribute to the school-based course design and the “flexible school hours” of the consistent nine years education program. Base on the findings and conclusions of this study, we hereby offer six suggestions for the government, educational institutions and future researchers: 1. Comply the model of school-based course design 2. Improve teachers’ ability in course design. 3. Practice multi-cultural local education. 4. Train teachers to become the creator, evaluator and researcher of the teaching material. 5. Build up a system for course evaluation. 6.
