Summary: | 碩士 === 國立成功大學 === 政治經濟學研究所 === 90 === The focus on this study is the elderly welfare policy network in the local government level. The primary purpose of this paper has four aims. One is to explore the political, economic and social culture developments of the elderly welfare policies in Taiwan from 1949 to 2002. Secondly, it tries to analyze what relative variables shape the elderly welfare policy network in Tainan. Thirdly, it is to analyze the nature of the relationships between Tainan’s government and interest groups. Finally, it seeks to explore if types of network and the process of interaction have something to do with the outputs of welfare policy.
The main research findings have three. One is that the existence of legal authority, local government leader, interparty competition, and resource dependence did provide strong incentives for the mayor to view elderly welfare policy network highly. Secondly, Tainan’s elderly welfare policy network is a policy community characterized by: stability of relationships, some groups consciously excluded; continuity of a restrictive membership; professional interests dominate; high degree of vertical interdependence and limited horizontal articulation; membership, values and outcomes persistent over time; share basic values and accept the legitimacy of the outcome; all participants have some resources; basic relationship is an exchange relationship; leaders deliver members; there is a balance of power among members; it must be a positive–sum game if community is to persist. Finally, in the limitation of policy community, discussion issues and probable solutions are limited. Therefore, policy outputs can be predicted easily.
