碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 90 === 921 Earthquake damaged the central area of Taiwan severely, and caused serious losses in disaster areas. To deal with such a disastrous situation, both central and local governments promulgated a serious of remedy measures. However, because of conflicts among different governmental agencies, there are many dilemmas encountered in the implementation of the said measures. And the performance is considerably reduced. This study attempts to focus on the intergovernmental relationships regarding post-921 Earthquake life-reconstruction with case study approach. Through the data analysis and the interview method, this study tries to analyze the whole inter- organization networks with Department of social affairs of Nantou County government as focus point. Through integrating related concepts and observing the operation of Department of social affairs of Nantou County government, several dilemmas encountered in the inter- governmental relations on post-921 Earthquake life-reconstruction are found in this study. Firstly, in the static dimensions of intergovernmental relations, it includes that the duties of governments were not defined clearly and the mechanisms of governmental monitoring were not operated properly. Secondly, in the dynamic dimensions, it includes that lack for recognition of coordination among governments, autonomy of local government, and conflict-settlement mechanism. Through the examination of intergovernmental management concepts and based on the findings of this study, the author suggests the follows: 1. Strengthen the fiscal self-management of local government. 2. Strengthen the autonomy of local government. 3. Improve the consultation mechanism of public authorities. 4. Integration of governmental organizations responsible for the post- 921 Earthquake life-reconstruction. 5. Strengthen the coordination with private sectors.
