Summary:碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 90 === Abstract The concern about readjustment for administrative territory system has been addressed for a long time,which resulted from Taiwan''s adopting city-country division model causing inequalities in respect of metropolitan governance, population distribution, resource allocation and the like in course of urban development. However, as we know, the current related literacy is insufficient and limited to study. Therefore, the thesis is meant to expand theoretical views and study foreign practices in depth, on which our country''s administrative adjustment may be based. All relevant matters are divided into three aspects for multi-dimension integrated analysis ,separately management, politics and legislation. The thesis, in the first place, will start with discussion on related theories among management, politics, legislation and metropolis area, which include structure of administrative territory division, level and span of management, soci-economic factors for adjustment, regulations, resolutions towards metropolitan governance, public economic school, wide-area administrative theory and Public Choice theory. The pervious chapters will represent the variance in views . Secondly, the essay will study foreign practices on territory adjustment, including U.S, Japan and UK, taking the method of case study with a view of making comprehensive observation about their development of nation-level adjustment. To the end, the latter chapters will discuss the matters of Taiwan''s development itself in view of system, management, legislation and metropolitan area, with the case study pointed on Taichung City. The findings from the thesis embrace the following points: 1.Based on City development-stage theory and Central place theory, a complete administrative territory is good for metropolitan governance. 2.In addition to management, there are other complicated considerations included, like political and legislative dimension. 3.The transition on managerial views will influence the development of adjustment. 4.Administrative territory adjustment, for many countries, is not the only means to govern metropolis. 5.Each country will take the influence from political factors and legislation into consideration as working on adjustment. 6.Nowadays, our adjustment on metropolis'' administrative territory is greatly involved in the matter of combination between city and country within metropolis territory. 7.Our current local -governing system and allocation of resource will influence to what extent administrative territory adjustment may be made. 8. Distribution and reorganization of political power serve as a crucial factor to " dos" and " don''ts" for adjustments. 9.It''s necessary to consider the influence from industrial economy; founded on overall thinking of national territory planning. 10.We see the needs of Taichung''s administrative territory adjustment which remains under restriction of politics and legislation. In the part of conclusion, the thesis will offer two thinking models, separately partial reform and comprehensive reform, then going further with consideration about management, politics and legislation, followed by related policy recommendation as listed below. 1.The first thing is to amend laws to allocate resource among specially-governed city and general city(or country) according to objective indicators, for which each city/country will not take upgrade as the sole reason for administrative territory adjustment. 2.It''s necessary to work on constructing an appropriate metropolitan governance, more important thinking than "yes" or " no" for administrative territory reorganization. 3.At present, separate governance between city and country is negatively influential upon metropolitan management and operation, for which combination of both will be beneficial to manage and develop. 4.After consolidation of both, Taipei metropolis may consider building up two-level metropolitan governance structure. Other areas are supposed to take managerial environment into account, not absolutely meant for two-level one. The major goal is to establish an effective metropolitan governance model. 5.For lack of full political and legislative preparations, it''s difficult to reach all goals in short time. However, it''s practicable to set about partial adjustment which must be started in the situation the central government has provided a set of well-founded planning program and supportive measures. 6.Related rules are expected to come out as soon as possible. Further, more extensive discussion should be provided to solve ambiguity and argument in local system amendments and draft for administrative territory to seek reasonable explanative criteria and come to agreement , which may reduce the time wasted in disputes.
