碩士 === 國立暨南國際大學 === 比較教育研究所 === 90 === Abstract This study is focused on the issue of the participation of Taiwan and China in the World Trade Organization and its influences on higher education. There are three main purposes for this study. The first one is to analyze the GATS’s standard to the education services. The second purpose of this study is to explore the Taiwan and China higher education markets condidions. The third purpose is to explore the WTO’s influences on Taiwan and China higher education markets. This study use documental analysis, comparative method and semi-structure interview method to achieve the purposed. And we find the five main findings are as follows: - Taiwan is not understand the GATS rules very well and the Ministry of Education is not attend the negotiations process. - Taiwan and China higher education development process and make education market open to public access which decide the WTO main influences to higher education. - We should pay more attention on the Cross-border learning and to recognize China higher education academic degrees. - Our higher education laws should operate the social environment and every higher education institutions should have the funding diversify. - In the future, the main reason of our universities can not recruit the sufficient students is our birth rates decrease. To attend the WTO is not the main reason. Based on the above findings, the following suggestions were made: - Our government should establish the organization to research the WTO’s rules. - Taiwan universities should enhance the recruit ability, and our government should give more power to university. - Our higher education institutions should open the markets to the overseas students or the adults. - The government should design the standard to accept the long-distance learning and the student which got the China higher education degress.
