The researcher deal with the extended maintenance and management strategies. First, the researcher reviewed the related literatures of 921 earthquake. Based on the data of elementary and junior high schools in Nan-Tao County, the researched fried to create on analyzable foundation for this study. Second, the researcher used the following techniques:visiting interviewing, seminar, discussion, questionnaire survey. According to the data analyses and discussions, the researcher found some factors influencing campus reconstruction after the disaster, such as policy formation, official regulations, consensus, administrative operation, professional capacities, resource integration, time pressure, budget, and so forth. Last, the researcher reached some conclusions as follows: A. Principle of planning campus reconstruction. B. Members participated in planning campus reconstruction units. C. Difficulties met during reconstruction period. D. Policies that government can take to accelerate period of reconstruction. E. Factors causing lost bids in campus reconstruction. F. Satisfied government policies on campus reconstruction. Integrating findings and conclusions, the researcher proposed the following suggestions: For the central educational authorities: A. To make a workable policy-making mechanism. B. To improve the bureaucratic system and to discard individualism and conservative attitude. C. To reasonable widen the limitation of engineering deadline and to list the budget in the first order. D. To reward the dedicated teams and individuals in public and to promote their morale. For the city and county governments: A. To establish the unique responsible organization for civil engineering. B. To set up a group to promote the campus construction. C. To emphasize administrative operation and to accelerate the issue of building licenses. D. To hold the professional seminars for school engineering. E. To enrich the whole hardware and software equipment so as to promote the teaching quality. F. To focused maintenance and management of campus in advance. G. To match the tourism development and bring out the local prosperity. H. To use "afterward assessment" as a reference in the future. I. To use and well keep the gathered literatures during the reconstruction process are very precious. For the reconstructed schools: A. New campuses after entire planning should not be changed at random. B. Security of school buildings and the systems of disaster prevention, rescue, and maintenance should be built up. C. Campuses should be open to be shared with the community to increase school''''''''s social resources. D. Campus reconstruction process can be adapted as a living teaching material. For sponsors: A. More respect for school''''''''s opinions to match the needs for teaching and learning. B. Letting the color of school buildings be more various and vivid. C. Urging the civil organizations to keep on donating the equipment. For the related researches in the future: A. How to plan and design the campus space in order to match the needs of the future development. B. The exploring and the comparison researches of the sponsoring procedure and cooperative model among central and local educational governments, schools, and civil organizations. C. The analysis and arrangement of the earthquake history of school buildings in Taiwan. D.
