In order to build a continuous and ubiquitous communication system over IP based network, the well-defined seamless roaming scheme and IP mobility support scheme must be offered for personal location management. The dynamic and smart resource allocation scheme is required to provide seamless, high quality and multi-media support services. Therefore, this thesis proposes a novel scheme to realize the seamless roaming via an intelligent location server. For resource allocation, we propose an “Adaptive Resource Allocation Scheme for Multi-traffic Wireless Network” (ARASFM) to guarantee QoS, according to traffic type, user priority and user mobility. The proposed scheme is based on resource re-negotiation to lower the handover-dropping probability and increase the overall system utilization. In IP mobility support, we propose a “System Independent Vertical Handover Scheme” for IP based network that is maintaining continuous end-to-end connection while mobile node is performing handover via different wireless access technologies, which could belong to different operators.
