The first chapter defines the Knowledge Economy, the Knowledge Service Industry, and Industrial Design –the focus of study for this thesis. It also describes the content and evaluative function of concepts such as competitiveness and intellectual capital, which are used in this study to assess the competitive position of Taiwan’s Industrial Design capability. The second chapter deals with data gathering and research methodology. Using secondary sources such as documents on national policy regarding Industrial Design, National Science Committee research proposals, and information from organizations charged with implementing the policy, coupled with interviews with persons in charge of activities related to Industrial Design, the researcher gained an overall understanding of tasks and goals in the various phases of this project and was able to explore the core issues involved in Industrial Design as well as Taiwan’s level of competence in this area. The approach was to use the content of policy, the activities of organizations involved in guiding technological development, and the content of proposals asking government support for development of knowledge platforms as a basis for carrying out analysis of the basic functions of the knowledge-service platform. The methodology and flow of research were qualitative in nature, following procedures similar to those of of grounded theory by inductively grouping and organizing similar phenomena in order to explore the developmental pattern of industrial design and corroborate evaluative data provided by the government. The process of gathering and analyzing these secondary data is something that should be of continuing interest to the organizations responsible for constant monitoring of the industry and commensurate adjustment in policy. The third chapter, which deals with the gathering and exploration of data, examines the policy that promotes Industrial Design development from the viewpoint of Knowledge Economy, exploring whether it is appropriate for the industry’s current stage of development at the global level, and, from the standpoint of global co-opetition (complex competitive/cooperative relationships), it explores the corporate practitioners’ view of the real core value and strengths and weakness of Taiwan’s Industrial Design industry, also giving consideration to domestic policy concerning Taiwan’s Industrial Design industry and the role this industry currently plays in the global value chain and where the bottlenecks in this industry are currently found. The fourth chapter discusses the nature of competitiveness from the standpoint of economic benefit and proposes means for increasing Taiwan’s competitiveness. It also defines the limits of this research project. The fifth chapter places the Industrial Design practitioner in the context of global deployment and international cooperation and outlines directions for increased effort concerning the technological content and the role requirements for Industrial Design, giving thought to supply, demand and environmental concerns.
