This action will inevitably affect the structure and the ecosystem of the associations , and the livelihood of more than twenty thousand employees. Therefore, the merging procedure is highly concerned by the government and the public. According to the literatures, the support of the employees is the key factor to determine whether a merging program will success or not, and whether the newly merged organization will survive and develop. With the accomplishment of the merging of the credit departments, the employee has to face the impact of the change of the working environment, no matter the employee decides to stay in the original Farmers’ Association or shift to the newly merged unit. In order to understand the attitude variation of the employee to the merging policy and different possible merging programs, and to supply information to the related unit which is in charge of the merging process, questionnaire survey was conducted to forty —two Farmers’ Association in Taiwan. The results indicate that job security is the major concern of the employee. Most of the employee (66.7%) inclines the Farmers’ Association, also with its credit department, to remain unchanged, or to fulfill the merging request by investing the National Agriculture Bank (plan A). 77.8% of the employee could only concede the merging program as an already made policy. From the indication of the result, the merging procedure of the credit department of the Farmers’ Association may have to face the resistance from the employee in the future.
