Hong Kong has been serving as a important global center for trade, finance, business and communications. Hong Kong is characterized by its high degree of internationalization, business-friendly environment, rule of law, free trade and free flow of information, open and fair competition, well-established and comprehensive financial network, excellent network of transport and communications infrastructure, sophisticated support services. Added to these are the substantial amount of fiscal reserves and foreign exchange reserves, a fully convertible and stable currency, and a simple tax system with low tax rate. Under the system of‵one country, two systems′, Hong Kong has become a Special Administrative Region of Mainland China since the July , 1997.‵one country, two systems′is mixed up of Communism and Capitalism, I call it a hybrid, it has never appeared in human history. In the last few years, start from the beginning of Asian financial crisis hit , Hong Kong's economic downturn, under with the mission of implementing ''one country, two systems'', presented Hong Kong with an unprecedented new challenge. Growth comes down , unemployment rises to a peak level and the crisis of poor governance of The Chief Executive, Tung Chee Hwa, make some vibrations over Hong Kong society in these years. I try to find out the differences and analyze the changes in culture, rule of law, financial activities, trade, constitution and governance of the Hong Kong Special Administrative Region (HKSAR) after the reunification to Mainland China. In the conclusion, I try to give some suggestion to the government of Hong Kong Special Administrative Region include : close-linked with the Mainland economy ; to provide quality education, training and retraining so as to enable the workforce to benefit from a knowledge-based economy; try to retain local professionals and attract overseas talents to Hong Kong ; increase the efficiency of governance (HKSAR), the expectation of more democracy in Hong Kong under the ‵one country , two systems′, etc.
