Since 1948 Taiwan separated governmental from mainland China, the islands have long been fighting-ridden. Therefore, they have become the most crucial front lines confronting mainland China. As the time has changed, Kinmen and Matsu also alter change their initial positions from the war-fronts and the springboards of counterattacking mainland to the outposts of defending Taiwan. After international cold war ended, many Taiwanese businesspeople have continued investing in mainland China and then promoted cross-strait economic trade interaction. Moreover, Taiwan government has implemented “Mini Three Links” policy, which leads to more links of cross-strait transportation on interrupted 52 years. This is also a milestone of economic trade in both Kinmen and Matsu history. May 9, 2002 President Chen Shui Bian expressed in Kinmen’s “Ta-tung” island, that it is time for both sides to reach an eternal peaceful stage. “And both sides have to show goodwill for reconciliation and cooperation,” he said. “If Kinmen is to become both a sea tourism fairyland and a happy shopping paradise, its present facilities and changes are still not sufficient,” he stressed. Hence, each ministry and council needs to put heads together for more new policies to be released. Despite a further expanding policy of “Mini Three Links”, it is still unsatisfactory for people’s needs and current trend. Thus, it is worthwhile to study the issue on Kinmen and Matsu’s future development─to build a free trade zone or a special administrative area; or to become an economy trade district or even a peace-experiment special zone. This research is base purely on the economic trade perspectives. First, the present passenger and cargo clearance situation among “Mini Three Links” is analyzing. Second, a questionnaire is formulate according to the economic and politic situations, internal strengths and weakness, external opportunities and threats to Kinmen and Matsu, together with public opinions about real needs. The questionnaire is handed out to 30-40 persons including the county chief of Kinmen and Matsu, local officials, legislators, government officials of Mainland Affairs Council, Agricultural Affairs Council, Ministry of Economic Affairs, Ministry of Communication and Transportation, Ministry of Finance and scholars or experts of Kinmen & Matsu’s development research etc. The technique of Delphi is utilize for survey examination and is completely representative. Besides, then proceed the SWOT analysis and establish of SWOT strategic planning analysis matrix are shown according to the result of survey. By the survey and analysis of questionnaire and Delphi method, this research concludes that expanding “Mini Three Links” to develop Kinmen & Matsu into a type of economic trade special district or even a peace-experiment special zone or else has become an agreeably conception among the experts and scholars. They also express urgent needs for transportation, people’s livelihood and business of Kinmen-Matsu. Finally, the research utilizes the SWOT strategic planning analysis matrix to analyses the result and then presents some concrete suggestions about the repositions of Kinmen-Matsu special district and the implementation of “Three Links”, so that they may have better outlook and prosperous future.
