Above factors have made negative impacts on Taiwan’s industrial development and therefore many Taiwan enterprises have chosen to move their sites to the opposite side of Taiwan Strait-PRC China, on the other hand, PRC China; with its favorable investment conditions and government’s promotion policies, has successfully attracted many Taiwanese-owned enterprises to invest in its earlier innovated and opened coastal districts such as Suzhou. During the process of factory set-up and business running, training;as one of human resource management’s major functions, has its issues in how to design and develop a effective training content to deal with both enterprise’s internal and external environment factors. By adopting the method of questionnaire survey to collect the data, which was filled by personnel or training managers of Suzhou area Taiwanese-owned enterprises at the effective return rate of 48 % and analyzed by SASS, this research has come to following conclusions: 1. The top three training concerns of Taiwanese-owned enterprises are; conforming to the company’s innovations, meeting with the needs of business development and achieving the business goals. In the aspect of enterprise culture, how to build up the enterprise’s values and culture is the major concern. 2. About the training needs, management training is on the top of list and followed by employee’s off-job learning needs. For most of Suzhou area Taiwanese-owned enterprises, they will design different training contents base on trainee’s job grade and function. 3. Between research variables and components, “work values” has attracted most of interviewee’s attention. But there are diversified opinions to the “employee’s individual training needs” factor. 4. Variable “Laws & Government Policies” has its significant influence on the training contents of Suzhou area Taiwanese-owned enterprises. 5. Both company’s founding length & employee headcount have no significant influence on the research variables. 6. Variables and factors including; “Business Innovation & Strategy”, “Managerial Education & Study”, “Laws & Government Policies”, “Morale & Attitude” and dependent variable “Present Training Status” have greater influence on the small capital company than the rest. 7. Variables “Laws & Government Policies”, and dependent variable “Present Training Status” have greater influence on the “Combined Industry” than “Electronics Industry”.
