So the purpose of the study was to comment on the rationality and ligitimacy on the theory and decision-making process of the 1-9 Curriculum Program. First of all, the review of related literatures enhanced the understanding of the meaning and an analysis way of the policy of curriculum decision-making. Second, to find out problems of the old curriculum and education, and the current situation, the view, the transform, the decision-making process of the 1-9 Curriculum Program. At last by search after the theory and fact, comment the rationality and ligitimacy of the 1-9 Curriculum Program. To avoid the comment is too subjectivity, after a thorough research of related literature, the study designed a Survey Questionnaire to distribute to a statistically number of elementary school teachers, parents, education authorities, professors, etc. to gather information for reference. Based on the findings of this study, the following conclusions were reached: a. Purpose and method of the 1-9 Curriculum Program dose fail to match. b. Generality teachers do not have major ability of curriculum design, and need more train. c. The 1-9 Curriculum Program practice may cause the justice and independence of students will get ignore. d. The function of school-based curriculum development dose not completed, should notice the possibility problem of the parents participate. e. During the decision-making process of the 1-9 Curriculum Program, the information was not open and without communication. f. Politics is helping forward education reform, but the suggestions of professional should be respected. g. The process of practice of the 1-9 Curriculum Program was not in proper sequence. Therefore, the research offered five suggestions to the educational policy makers: a.To think over the purpose and method of the 1-9 Curriculum Program. b. To set up a permanent organization of curriculum develop, reinforce the communication with teachers. c. To set up a mode of immediately repay communication of education policy. d.
